Does the HOA or the city pick this up?
Short answer: no, not in a way that helps. The Carmel Valley associations don't allow bulk at the curb at all, so there's no "set it out and wait" option here. And the City of San Diego can't fill the gap either — under the old People's Ordinance and the newer Measure B rollout, the city's bulky-item collection is appointment-only and limited even for eligible single-family homes, and it's not built for on-demand loads (residents get pointed to self-haul or community cleanups; the Environmental Services line is 858-694-7000).
