That's not a bulky-item quirk; it's the whole system, and it left a very large slice of the city — most of the coastal, Downtown, and dense-core housing — with no municipal collection at all.

On top of that, San Diego never ran the kind of robust on-demand bulky pickup some cities are known for. Even for the single-family homes it does serve, the large-item option has always been thin.

What Measure B actually changed (and didn't)

Measure B, passed in 2022, began repealing the People's Ordinance and lets the city charge a collection fee, with the fee rolling out across 2025–2026. It's a real shift — but it's worth being precise about what it does and doesn't do:

  • It does not suddenly give every apartment and condo city pickup. The change is primarily about allowing a fee for the households the city already serves; multifamily buildings largely remain on private hauler contracts.
  • It does not create robust on-demand bulky pickup. The city's own guidance says it does not provide a broad on-demand large-item service, and points residents toward WasteFreeSD, community cleanup events, and self-haul.
  • Eligible single-family homes still get only a limited, appointment-only option. There's a cap on how much you can put out and you book it in advance — this is not a "leave it at the curb and it's gone tomorrow" service.

Don't take a fixed number on faith. Some third-party guides quote a specific allowance (for example, a couple of pickups a year, up to a handful of items).
