Does the city help with an estate cleanout?

Not in any way that matters for a whole home. The City of San Diego never built an on-demand bulky-item service the way most cities did — under the century-old People's Ordinance the city collected only from single-family homes with street access, and even after Measure B began changing that in 2022, the city still runs only a thin, appointment-only large-item option for eligible houses and points residents to WasteFreeSD or self-haul for anything more. An estate — dozens of pieces, appliances, a garage and a patio — is simply beyond what a limited city appointment covers, and hauling it yourself over the bridge to Miramar, load after load, is not a real option for most families.
